2022 Schedule of Operations for Allegheny River Locks

Effective as of 11 September 2022, the following schedules define the operating hours of the locks on the Allegheny River.  This notice supercedes NTNI 13804

1.  TO ALL WHOM IT MAY CONCERN: Notice is given of IMTS Levels of Service for lock operations on the Allegheny River

2.  Allegheny River Lock 2, and CW Bill Young (Lock 3) will operate from 0600 to 2400 (midnight) 7 days per week.

SPECIAL NOTE: Allegheny River Lock 2, and CW Bill Young (Lock 3) will not take requests for double lockages after 2230 each day. This will ensure that any double lockage can be completed before the scheduled closing at 2400 (midnight)

3.  Allegheny River Lock 4 and Lock 5 will operate from 0700 to 1700, 7 days per week.

4.  Allegheny River Lock 6, Lock 7, Lock 8, and Lock 9 will remain unavailable for service except for commercial appointment lockages. Locks may be operational in unusual circumstances if an emergency warrants. Starting around May of 2023, the U.S. Army Corps of Engineers will provide service because of Contributed Funds Memorandum of Understanding. A separate Notice to Navigation Interest will be issued for the 2023 schedule.

5.  Commercial operators requiring appointment lockage through the Allegheny River locks, outside of scheduled operating hours, must plan in advance. To schedule a commercial appointment lockage, please utilize the phone chain listed below between the hours of 0700 to 1700 daily.

Lock 3 Allegheny River (412) 828-3550

Locks and Dams Branch Office (412) 395-7655

Mark Ivanisin (412) 395-7652

John Dilla (412) 395-7651

NOTE: When making a commercial lockage appointment, operators should NOT leave a phone message but should use the phone chain until they have spoken to a person.

6.  All waterway users are cautioned that warning signs and pillar buoys will not be set until approximately mid to late May. Since the navigation aids may, at times, have moved off station during the year because of river conditions, boaters must approach all locks with extreme care, especially when proceeding downstream. Everyone is urged to consult their navigation charts to be sure of the landmarks when approaching a lock and dam.

7.  All waters immediately upstream and downstream of each dam are designated as RESTRICTED AREAS year-round and are seasonally designated by signs and buoys. Boaters, fishermen, divers, and others are cautioned. DO NOT ENTER RESTRICTED AREAS, as these areas are EXTREMLY HAZARDOUS. Upstream of the dam, currents may draw boats into the dam. Downstream of the dam, backwash and turbulence from the dam may draw a boat into the dam, causing it to capsize.

This notice will be updated annually, or when service levels or conditions change.
